Coacoochee originally thought that his confederation could be based in the Indian Territory. When he lost his bid to head the Seminoles, however, he looked further south. Mexico was trying to lure military colonists to its sparsely populated northern frontier. The country wanted settlers to defend the north from Indian raids. In exchange for civil defense, Mexico was offering land, provisions, and tools.
